Unfortunate thing, the only way to regulate how many Dwarves can live in a fortress is to mend the init.txt file with text editor. Dunno if this has been changed but the last time I played, managing the worn-out clothing totally negated all the possible gains from even having a clothing industry. With 200 dwarves you could have them all hauling worn stuff to a smasher full-time and that's what they'd spend 100% of their time doing.
